the statements made by certain of these Passengers the Administrator is of opinion that the Emigration Officer is justified

in the course

which he has taken, and although

be a

misapprehension

of the Passengers as to the intention of

the Government of Netherlands India, the Government can only look to the understanding

Any explanations, therefore,

which you wish to make, as to the prospects which you hold out to the intended Passengers cannot take place during their examination by the Emigration Officer. Such

a course would form an inconvenient precedent, and would hamper the Emigration Officer in his duty.
